ANGELES CITY – Pampanga First District Rep. Carmelo “Tarzan” Lazatin assailed Clark International Airport Corp. (CIAC) officials for “overly favoring” the contractor of the P308 million Terminal 1 expansion project, saying the performance bond should have been forfeited in favor of the government a long time ago.
